How to add cash to a city government

I am playing Capitalism Lab with the City Economic Simulation DLC. Is there a way for players or companies to transfer cash to a city government to help it balance its budget? I may want to donate money to a city government to help it fund more civic buildings and sports facilities, or to help it avoid bankruptcy.

If a donation is not possible, is there a cheat to increase the cash of a city government? The ^&*(, Altc cheat for adding $10 million to a company's cash balance has no effect on a city's cash balance, even when a member of my political party is the mayor of that city.

I have found two ways:
1. Buy land. The proceeds from land purchases goes to the city government. However, when the player sells the land, it is sold back to the city government, which will reduce the city government's cash.
2. If the city government owns media firms, then advertise through those media firms to increase the city government's revenues. For example, one could set up this useless retail store whose real purpose is to transfer cash to the government via the government's television station:

This best way to enable it from steam is to create a .desktop shortcut to run the jar package. This will also allow you to provide name, description and icon to steam, as well as providing the full command line, including attributes.

Cheaters, modders and hackers are all likely the same people. The people you see cheating using mods are often not likely the ones making the mods, so to answer your question: modders (as in those who cheat by using mods) are likely not developers. Not developers for Rockstar Games, and not developers in general. Typically, the term modders refers to a player who is using a mod or cheat program (likely made by someone else). In the same sense of the term hackers: It's not uncommon to hear the term "hackers" thrown about in any online game, GTA Online inclusive, even though the term hacker was more to describe a computer enthusiast or one who hacked together programs for fun. Wikipedia says: Today, mainstream usage of "hacker" mostly refers to computer criminals, due to the mass media usage of the word since the 1980s. This includes what hacker slang calls "script kiddies," people breaking into computers using programs written by others, with very little knowledge about the way they work. This usage has become so predominant that the general public is unaware that different meanings exist. Those who use cheat programs in games are coined hackers or modders rather than just cheaters. While I can't find any evidence for this, I would assume it's to point out the exact way they are cheating. For example, let's say you and I wished to have a race in GTA Online and we decided on some rules; however, I broke those rules within the context of the game (cut corners, took a shortcut, brought along a modified car etc) in order to benefit myself and win, you might call me a cheater. If instead my car started ignoring gravity, or I was invincible or faster than a car can go by the rules of the game, you would probably consider me a "hacker" or "modder" because I'd be (most definitely) using some kind of program to alter the game. My advice to you is to simply ignore these people. Don't fuel their twisted sense of fun by typing in chat; instead, report them! I know it might feel like nothing ever happens, but you might as well do everything you can. Rockstar have announced that they are targeting cheaters: As part of our ongoing commitment to combat cheating and griefing, we have recently implemented new systems to allow us to more efficiently detect and target any players found running mods and cheat programs within GTA Online. A link from the same page details how to report cheaters: Pause the game and navigate to the “ONLINE” tab. Select “Players”, and choose the name of the player cheating. Select “Report”, and confirm your report with the “Exploit” category. Rockstar suggests that this is the best way to report cheaters, rather than forums etc: The best and most effective way to report cheaters in GTA Online is through the in-game menu. When reports are sent to us via the in-game tools, we are able to study much more data to help identify and act on the user and the activity in question It is also possible kick players from the same menu you use to report them. I can't find numbers confirmation, but a few votes from players on the server should at least kick the offending player from the server.

How it works When GameShark (and other game enhancer products/homebrew) gets loaded by the console, the enhancer is what launches the actual game. In doing so, it leaves behind a Code Handler in the system RAM and "hooks" the game's programming. Specific locations in a game's programming that get executed roughly every frame (like reading the controller data) are where "hooks" will be placed. (because SDKs are used, this makes finding hooks that work in all games for a system much easier) What the hook actually does is redirect the flow of programming to the Code Handler the enhancer left behind. Once the Code Handler is finished executing, it returns the flow of programming back to the point of hijacking. If you are familiar with GameShark's "Master Code", that is what sets the hook. (other enhancers - like Gecko OS for Wii - don't need master codes because the enhancer itself has a handful of SDK-based hooks that it can "find" in the game while it loads.) Structure of codes Now a code itself is separated into THREE parts: The CodeType (this is USUALLY the first byte of the code-- the first 2 Hex Characters). CodeTypes are specific to the enhancer. The address in ram that the CodeType will use. The value the codetype will use at the specified address. The most common CodeTypes are: RAM Writes (typical options are 8bit, 16bit, or 32bit) With RAM Write, the CodeHandler will take the value and place it at the address. (changing whatever was there, like setting your health to 100!) Conditionals (typical options are >, With Conditionals, the CodeHander reads the value at the code's address and compares it to the value in the code. IF the comparison returns true, then the CodeHander will execute the next line in the code. (how many lines it executes is up to the enhancer and often is an option in the codetype itself!) I guess it depends on how the spectating engine is implemented. For example in Wolfenstien: Enemy Territory. The game that the spectators were watching was delayed by I think 5 minutes or something like that. There is a purposeful delay built in so that this can't happen. I assume SC 2 has something similar built in, otherwise it'd be a big problem. In most games, if for any reason you don't trust another clan, or at some point they were suspected of cheating, you should be able to ask/demand that there are no spectators for that game.

In short; Your hacked Mew failed to pass some hack detection. There are a limited number of sources for Mew, and other mythical legendaries that are distribution only, and most of them have tell-tale stats that can be checked against. Namely, from what you've shown; the Original Trainer (OT) and ID No. do not match any distribution (There was a 2005 distribution that would have a non-predefined Trainer/ID, but that mew would be lvl 30+) and the Pokeball (either a quickball or regular pokeball) also causes it to not match any distribution. There are other things that could be wrong with it: IVS, EVs, Encounter location, Game obtained, Ribbon... Suffice it to say, if you used your cheating device to just encounter a mew (or any other distribution-only), and you catch it, it is probably not going to pass hack-detection.

Nethack is alongside many Roguelikes in requiring permadeath - there's no configuration option or other easy way to cheat this system. It's a design decision they made, and there's not a lot of love for "non-permadeath" in the roguelike scene. Backing up your save file between saves can avoid this, which is considered cheating by many roguelike players. The term for this is save scumming. Some roguelikes (including versions of Nethack; it's been a while so I don't know if this is still the case) actually have anti-save scumming code which tries to prevent your ability to restore previous saves. Since Nethack is open source, it's possible that you could make a modification to the code to remove the "delete save on death" feature, but I can't find any precompiled/supported variants of Nethack that do this by default. (As I said, it's viewed as cheating, and there are already cheating modes built into Nethack, so it's not a priority for most developers). If you were willing to recompile your own version of Nethack, I'd suggest looking at delete_savefiles() in files.c. Commenting out the contents of this function may prevent the deletion of your save on death, although I haven't verified this. If you're willing to broaden your focus past Nethack, I'd suggest looking at Angband. There are many Angband variants, and some are easier than others. There's no protection against save scumming in the code, so backing up and restoring your save is a fairly trivial process. There are also difficulty adjustment options such as "stair scumming" which ensures that your randomly generated dungeon floors are more likely to contain artifacts and other useful items. Beyond that, there are several graphical roguelikes that do not feature permadeath. Notable among them is Dungeons of Dredmor, which is available on Steam. Another that I've had good success recommending to roguelike fans is Final Fantasy Fables: Chocobo's Dungeon. Despite it's cute exterior, is as roguelike as roguelikes come.

It brings no mechanical advantages, only strategic ones, which include: Blocking terrain for those civs vith whom you dont have open borders Defensive line of your territory (bonuses/healing) By virtue of being close together, roads per city are shorter = cheaper (not important for harbor connected or on strategic (rail)road (one that you would build anyway for troop transport)) When close together, cities can share tiles (only one of them ownds it, but other citty can "borrow" it and work there) and provide fire cover for each other (now with minimal distance 3 tiles, it is only against bad placed ranged units)) Cities are closer, so defense can arrive sooner. You have no sight gaps between your cities where nasties can lurk. So nothing really big except distance to travel for defensive units. So if you can defend anyway, don't trouble yourself too much with connecting your borders (but later add cities to use that terrain (or not if you want culture costs low). Maybe enemies will settle between your cities and then you can puppet them

No, not really. The main issue you need to look at here is whether your city has sufficient demand for high tech industries to replace the tax revenue from polluting industries. Hi-tech demand is strongly predicated on education, so make sure the education level and the RCI indices for Hi-tech are high. If you really want to make sure the Sims who can't work in Hi-tech jobs still have jobs, start a new small neighbouring city and fill it with heavy industry tiles. One of the magic of SimCity is that each city is wrapped in an air tight bubble that doesn't allow pollution to waft over from city to city. To actually get rid of polluting industries and transition to Hi-tech, you can either demolish them all at once, or slowly get rid of them section by section. Hi-tech industries cannot live in the same area as polluting industries, including polluting power plants. This is because Hi-tech industries have calculate desirability in a manner similar to residential areas, and are thus extremely sensitive to pollution. If you're not averse to installing mods, the Air Purification Plant can make your life much easier. To get rid of polluting industries, slowly jack taxes up to 13% to slow down and stop growth, then to 18-20% when you're ready to get rid of them entirely. Raise taxes for $I first, then $$I, to keep the disruption on tax revenue to a minimum. You can also grow new Hi-tech zones by zoning medium density industries around residential areas and filling them with trees to minimize pollution. There is no way you can actually stop dirty and manufacturing industries from appearing in these zones - you just have to make sure your tax rates are sufficiently high and the desirability and demand for Hi-tech are higher than that for dirty industries. You can manually prune these areas of polluting factories, but that's not a policy that is sustainable in the long run.

Speaking from my coding experience; If I am understanding this correctly, your pointers point to memory addresses where certain values reside which you want to modify. A pointer is just a variable that instead of saving some value, saves a memory location. You need find the addresses again for every time you restart the game. The reason for this is that the Operating System keeps track of allocated memory and which processes that have allocated that memory. Each process maintains its separate memory space. Memory is not an infinite resource so when a process exits, is shut down or killed, the memory tied to that process is released and becomes available for other processes to use. When a process needs a certain amount of memory, the operating system attempts to allocate that memory somewhere in the memory where there is enough space and then gives the process a link to that memory. However, depending on the current state of system memory and all the other things that are in it, you can never really be sure where that memory might be found. This causes the addresses to be different for each run. Here's a link to Memory Addresses at Wikipedia and there are plenty of other resources on how computer memory work available online.

In theory, what you're doing should work (except possibly the movement issue?). However, here's why it doesn't: In 2010 or so, certain servers started selling the ability to use any hat in the game to their player base. Valve noticed and their employees (likely Fletcher Dunn) asked that server owners not do this on the server mailing list and was ignored. So, Valve simply patched the game to make things you attach to players be invisible except for a few entity types... and those entity types (tf_weapon_*/tf_wearable) will force the server to do a lookup to see if players own the corresponding items and turn them invisible if they don't.

From the (now defunct) cheats.freeola.com: Run forward in Oil Ocean, Act 2 until reaching the green jet springs. Jump on the very last spring and hold Right. Sonic will hit a group of spikes before becoming stuck in the side of the wall. Jump out to transform into Hyper Sonic. In this mode, Sonic can run faster and jump farther than Super Sonic, but is not invincible. Here is a YouTube video showing the glitch:

Stereoscopic 3D is something that you add during the final development phase. If you use 3D in your game and have researched stereoscopic 3D, you should be able to select this feature just like any other feature you would add to your game (ie. Soundtrack, Level Editor, Voice Aciting, etc).
