Is 0% traffic flow possible in cities skylines?

I was just wondering because I have seen some low traffic cities in videos but not 0%.

Traffic is a very hard thing to manage in cities skylines, and I imagine if you have as much hours as someone that does videos about the game in detail, I would imagine they have such a mod to make one of the hardest parts of the game for no reason (in my opinion) a little, or lot easier.

It certainly is possible, and very do-able. The wiki page state that Each city has an “intrigue level” which reflects how much clandestine activity is going on there, and if a city has an intrigue level it can be captured. There are no restrictions on it being the "last city". The reason your Coup D`etat failed is because of a question that I answered here. I state that no matter what you have, there is always a chance for the Covert Ops mission to fail. Thus, why the operation was unsuccessful for the first time. Now, when you failed that operation there is several possibilities to what could have happened after as a result: You just got unlucky. This is always a possibility on any covert ops mission. An Agent(s) with a high Agent Rank died after the first unsuccessful Coup D`etat mission, resulting in a decreased chance of you completing the Covert Ops mission. ** It is good to mention that not always after an unsuccessful covert ops mission will your Agents die. There are four possible outcomes: Undetected: The defending player is not notified that anything has happened. Detected: The defending player is notified that a covert operation took place, but not who perpetrated it. Identified: The defending player is notified that a covert operation took place and who perpetrated it. The agent is returned to Headquarters (escapes). Killed: The defending player is notified that a covert operation took place and who perpetrated it. The agent is killed. Source

The road appears to be much longer than the alternative. The wide curve towards east does not seem to be necessary. It should be possible to build it much shorter. The road does not seem to solve the actual traffic problem. Most of the cars passing through the heavily congested area seem to want to go south, and those which want to go north seem to want to change from the westmost road to the eastmost road. The road with the dark blue arrow doesn't seem to have any congestion, so the light blue one isn't really needed as an alternative. What I would recommend in this case is to feed all the four roads coming from or heading to the north into a roundabout. There already appears to be one in the south. And then I would create a bridge to accomodate specifically those cars which come from the north via the western road and want to go north via the eastern road. But there doesn't seem to be a reason to do this here. It should be possible to do this much further north. Perhaps over the cloverleaf exchange in the north, or even further north.

I have found two ways: Buy land. The proceeds from land purchases goes to the city government. However, when the player sells the land, it is sold back to the city government, which will reduce the city government's cash. If the city government owns media firms, then advertise through those media firms to increase the city government's revenues. For example, one could set up this useless retail store whose real purpose is to transfer cash to the government via the government's television station:

No this is not possible to completely stop someone, because the % don't stack. One slow would do X%, the next would do X% of the remaining percent and so on and so forth. It could continue to go down and down towards 0 but it would never reach it. It could reach such a percentage that it could effectively stop them, say 30%. I recommend you don't do this though -- just slow the enemy group and kill them all.

These are the items that grants extra lives (only those with a graphical feedback on the lives counter): Dead cat (9 lives) 1up! (1 life) Ankh (1 life as ???) Lazarus' Rags (1 life as Lazarus) Judas' Shadow (1 life as Black Judas) Guppy's Collar (50% chance of 1 life) The total will make 13?. There's a way to increase that total, using Diplopia (Afterbirth exclusive) on Dead Cat. In this way you can get another Dead Cat, therefore obtaining 18 extra lives. (Assuming you can use Diplopia only once in a run.) Adding the remaining items will make an amazing total of 22? lives! EDIT: As EnragedTanker suggested, if you manage to have every extra-life item in one room (using some kind of game-breaking exploit like Blank Card + Jera) and then use Diplopia on them you will double each item. In this case the total will be 26? lives.

What you have to do is be friends with the person who hosts the world via Xbox Live. The only other way is to just be within the same internet connection with that person. You can also just use Minecraft Realms.

This is because your city is clogged with old people, let me explain, when the children grow up to young adults they get tired of living in the houses with those old people who were young when you started this new game, so the present young adults leave the city while the old people live in the city alone, making new residential areas would make your resident move from house to house, thus solving your problem(plus your population would increase behind your back, make sure that your services are strong enough to handle the population increase).

No, once you have caught a legendary (that is able to respawn if beaten), it won't respawn again in the same game. I believe this done to prevent having dozens of legendaries from the same game (in the sense you mentioned, i.e. trading one away, get another, trade it yet away, get yet another...), while at the same time, give players the possibility to catch them if they accidentally faint the legendary Pokémon. Legendary birds don't respawn in XY. Mewtwo and Zygarde can, however.

You can subscribe and enable the updated https://steamcommunity.com/sharedfiles/filedetails/?id=2731207699 which will provide you with the list of all of the subscribed assets loaded into the game and the assets which are used in the current map. To obtain this report, this report save options should be enabled in the Setting page of the Loading screen mod.

Yes you can, using a resource pack. The assets/minecraft/lang folder contains all the translations. The default language file is en_us.json. You can create your own in a resource pack and any lines you include will overwrite the vanilla lines. {"effect.minecraft.slowness":"Bleeding"} The textures for all status effects are stored in the file assets/minecraft/textures/gui/container/inventory.png. You can simply copy this file from the vanilla resource pack, modify the slowness texture, then include it in your resource pack.

No. The PC version is the only one available in Europe that's not censored in all of it, but that would require buying it again as well as having a PC capable of running it. On PC, censorship only applies in Germany and Austria in Europe -- and then, apparently only in relation to the removal of Nazi-themed symbolism. The US and EU PSN stores are entirely separate.

Many Industrial and commercial buildings produce goods, receive goods, or both. Each one of those deliveries is represented by a cargo truck you see driving along your roads. They are either traveling between two buildings, leaving your city or entering your city from outside the map. When your city grows, then you will soon notice that all those trucks start to clog your road network, https://gaming.stackexchange.com/questions/214201/what-are-the-consequences-of-not-caring-about-traffic-jams . Using cargo buildings (cargo train terminal, cargo harbor or cargo airport available in the Industry DLC) gives your cargo trucks alternative routes to travel through your city, into your city or out of your city. Trucks entering your city can alternatively arrive by train, ship or plane and enter your road network from the cargo buildings instead of the edge of the map. Trucks leaving your city might travel to the nearest cargo building instead of traveling all the way out of your city by road. A truck traveling to a facility on the other side of your city might take a shortcut by traveling by road to cargo building A, using its transportation method to travel to cargo building B, and driving by road from cargo building B to its destination. So some well-placed cargo buildings can be a great way to solve road congestion problems. But on the other hand, a badly placed cargo building can cause havoc to your traffic planning by attracting a lot of trucks to areas which aren't designed to handle them. So make sure you place cargo buildings in (or close to) industrial quarters which receive or send out a lot of freight trucks and that your cargo buildings have a generous road connection to those quarters and to the rest of your road network.

You can use McSvSnapshotUpdater to accomplish this, you can download it here. Once you download it, you can extract the files in the zip file to the server directory, then every time you launch it, it'll update the file "minecraftsnapshotserver.jar" to the latest version. According to Reddit, the main suggestion is to turn off electric and water policies. They cost a fortune and for most buildings it's more than it costs to just generate additional water and electric. Water and energy conservation policies are not to save money but water/energy resources.
