Loading file on server

Write a file download on the server from the client's side.
The file is loaded, but it's not moving from the directory with temporary files to the directory I need. Write failed to open stream: Permission denied in (the crypt address that handles displacement) on line 20. and below second error Unable to move /tmp/phpblablabla to (Director to move file)
I'll tell you at once that I smoked the manuals on php.net about the function of move_uploaded_file and wrote as they recommend all the wishes.
File's not coping!
I think it's about the user of the php, see what kind of user and group of files in the interim directory and try to give him access to the right file. Use chown to change user and group. Syntaxis of the team, I think, like,
chown user:group /var/www/* -R.

As an option, if Red Hat or Centos axis, turn off selinux.
