Is there a difference between DDOS attacks on the cloud and the ordinary server?

I wonder if there's any difference in DDOS attack or protecting a cloud server from a common server? No precise information could be found anywhere.
Of course, it depends on the construction of a common server, but cloud services (tops) tend to have very reliable protection against DDOS if they follow the hydlines on construction, and there are side services that specialize in DDOS protection and easily integrate them with non-tops, for example, https://www.cloudflare.com/ddos/ ♪
For the exact information, every specific service provider should be contacted. For example, AWS proposes to address the problem https://d0.awsstatic.com/whitepapers/DDoS_White_Paper_June2015.pdf ♪
