There are two configuration files:
- web.config from the developer ' s car (with test tracks) under control source
- web.config from a living car, formerly full copy of the first (except connection string), but which already has many rights in a living car.

Found a ready utilitator, https://github.com/CameronWills/FatAntelope which does exactly what it takes.
He generated diff and cleaned it up for a few minutes.

No AppProperties you should be using @Configuration rather than @Component. Your prefix setting is right, I believe the problem is just the wrong annotation.
