Android. Check for real person(s)

There's a client's server application with the registration. A real person(s) should be registered, and not a crypt sent a post for registration. How can you be sure? I think there's a scout girl. And I'm sure it's possible to check something (e.g. google api) that the mouse and the account match. But how do we do that?
P.S. needs to be made more specific so that the villains cannot register many (100+) accounts.

You can tie to Google Play. To verify the reality of the account before requesting registration. Less this approach is to be installed only through a google of glue.
Second option: before any request is authorized, identify the device. The simplest way is to generate HES the key (referring it to the server along with the moisture info with the only API permit without it) and to keep it in SharedPreferences of the soft, to forward it at each request to the earring.
It's the simplest two choices that come to the head.
