Actually, this is what it was. Eclipse has different versions, in particular Eclipse IDE for Java EE Developers and Eclipse IDE for Java Developers. It just went to the Help menu - state Eclipse Marketplace and downloaded a web-based toolbox.

Then it was also necessary to establish JST Server Adapters to runtime environment Eclipse saw Tomcat. I did it through Install New Software in the Window menu.
