It depends. The Steam Store support article about CD keys supported by Steam mentions the following:
- R.U.S.E. CD Keys in this format: 1AB2C-D3FGH-456I7-JK8LM-NOP9Q
  
  Note: R.U.S.E. keys from Ubisoft's Digital River service are not accepted on Steam
If your retail key is in a different format or if you bought the game from the Ubisoft store, well, tough luck.

GameRanger and Steam are two entirely different networking protocols, so no, you won't be able to make it work between the two. It may be possible to make support for AoE2 HD use GameRanger, but it is completely unknown if the two versions would be compatible that way.

There is no official way to tie in your DBG (Daybreak Games) account to Steam. The Steam ID does not work like it does with say WBID games (Batman: Arkham Origins, Batman: Arkham Knight, etc.) where it ties your Steam ID to your WB Games account. You will still have to log in with your Daybreak Games account (previously SOE) once you finished downloading the game to your Steam account. By logging in through the Steam launcher, you will unlock the Steam Wallet payment option but that option only exists when you log in to your account with the Steam launcher. (ie: You cannot pay with your Steam Wallet if you do not launch the game via Steam.)

The best way to report errors is by contacting the appropriate Translation group. All of Steam is translated by the community, but currently the access to store pages is limited and only done by translation admins. Still, the best way to get the error fixed is to contact someone in the correct translation group as they know who can get it fixed even if they cannot do it themselves.

I believe your problem can mostly be circumvented by using Steam's offline-mode. You say you have the game on "your laptop". I assume this is a personal laptop you can take home from time to time. Here's what you do. In your home, with unhindered access to Steam, download the games you want and start them once. This way Steam can verify your right to run those games at least once. After this, put Steam to off-line mode. It will remember the verifications you did (for limited time, a couple of weeks, according to @badp) and you should be able to use the laptop and its Steam installation to play the games without needing to connect to the Steam's server. Depending on the game, you may even have the game online without needing to connect to Steam's servers.

Steam will automatically download the game. Here's what you should do: Close Steam . Re-run Autorun.exe (the disk autorun). Choose the "reinstall" option. Presto... The game installs from the disks.

It's definitely possible, but don't just put your entire game folder under version control. Some advice: Git is not optimized for storing non-text files. It cannot calculate diffs for them and has to store full copies instead. So your repo will continue to grow significantly if you for example try to save bunch of textures there. Imagine having multiple copies of the same game on disk - effect will be like this. Sometimes games modify some files during run - some logs, configurations, saves. Don't version control them, otherwise you would have to commit these changes after each session. As an alternative you can store you mod folders separataly from the game itself and provide symbolic link from game folder to actual mod folder. Switching mods will be as easy as updating one link.

The PIN is for the parental controls aka Family View, and really has nothing to do with Family Sharing. You should be able to disable the pin by following the official Knowledgebase article: Disabling Family View To remove Family View from your or your child’s account: Exit Family View. Open the Steam Settings menu. Go to the "Family" tab on the left side of the window that opens. Select “Disable Family View” from the right side of the Family View window. Confirm your selection on the next window. Note: If using Big Picture, uncheck the box in the first page of the Family View wizard. This will remove all restrictions from the account. If you wish to enable Family View in the future, simply revisit the "Family" tab in Settings and step through the Family View wizard once more. Your selected options will remain the same if you disable and re-enable the feature again in the future. After that your client should behave as normally as possible again.

The only explanation is that somehow steam was offline when you earned the achievement so it didn't register. Since you are on the PC, you can try this command (Weird things might happen though, so make a save game file first): resetquest TG01 This will reset the first thieves guild quest for you to recomplete, and hopefully get the achievement afterwards. If that didn't work, then you'll probably have to start a new game to complete the quest. As for the second achievement (One with the Shadows), you won't earn that one until you've completely restored the thieves guild, meaning you did all the 4 special requests from Delvin. After that, you need to become the guild master. If you have done that as well, then its probably another glitch. As for the companion quest achievement, try (Same warning as above applies): resetquest C03

I have the same issue on my computer its from some program not allowing that info to be saved permently... if you exit steam and go to the Run command in your start menu and put "steam://flushconfig" without quotes and let it run choosing ok for any thing it pops up with reset the steam config and make sure nothing is wrong with the program it will not mess with any games installed just the steam program itself.. then reboot and try again... worked for me ... you will also need to go to the C:\Users(username)\AppData\Local\Steam whlie steam is shutdown and delete the htmlcache folder...

I had the same problem, and I really have no idea why it happens or how to fix it. I have, however, found a workaround. I tend to just do this from the get-go instead of actually using the setup, because of weird issues like this. Don't run the disc setup; instead, activate your CD key manually, and abort the actual installation process. Open the backup window (Steam → Backup and Restore Games…). Select Restore a previous backup. Browse to the drive letter of the installation disc. Steam should tell you that it found a backup of Modern Warfare 3. Click next. The game will install from disc. This has worked for me with MW3 specifically, and other games. Note that you can't entirely avoid downloading it; you'll still have to download the latest patches to bring your game up to date.

You need Steam to install and play the game. Even the boxed version is just a Steam key and some files to make the download easier. Beyond Earth does work in offline mode, so once installed you can still play it if you lose your internet connection or Steam's servers have issues.
